Le MICA Center
La Marine nationale s’est dotée, en 2016, d’un centre d’Information maritime, de Coordination et d’Alerte, le MICA Center, chargé de soutenir les armateurs, les compagnies et les acteurs maritimes à l’échelle mondiale. Il assure une veille permanente de façon à traiter et diffuser en temps réel les alertes touchant la sûreté des espaces maritimes. L’information utile est transmise vers les navires pour leur permettre de réagir en conséquence, ainsi que vers les centres chargés du déclenchement d’une éventuelle intervention.
Le MICA Center est aussi un centre d’analyse qui évalue la situation sécuritaire des espaces maritimes grâce aux signalements volontaires des différents acteurs de la communauté maritime mondiale. Seul centre européen à vocation mondiale, il offre aujourd’hui à la marine marchande de très nombreuses recommandations et publie dans son rapport annuel un bilan de qualité sur l’état de l’insécurité maritime à travers le monde. L’instauration d’échanges réguliers avec des centres partenaires et la consolidation de réseaux d’interlocuteurs, à travers le monde, ont permis au MICA Center d’acquérir un savoir-faire internationalement reconnu et apprécié.
Eléments biographiques du nouveau commandant
Le CF Éric Jaslin est entré dans la Marine nationale en 1995 en tant qu’officier de réserve en situation d’activité. Reçu au concours de l’École militaire de la flotte, il intègre l’Ecole navale en 1997. Ayant choisi la spécialité de canonnier, il connaît des affectations sur différents bâtiments de surface en métropole et en outre-mer de 2000 à 2004, avant d’être breveté à l’École des systèmes de combat et armes navales.
Chef du service armes de la frégate anti-sous-marine Georges Leygue à compter de 2005, il accompagne la formation de deux promotions d’élèves officiers lors des missions Jeanne d’Arc de 2005 à 2007, et prend part à cette occasion à des opérations de lutte contre les narcotrafics dans les Caraïbes.
Affecté en tant qu’officier d’échange au sein de l’école de formation des élèves officiers anglais au Britannia Royal Naval College, il y occupe les fonctions d’officier de liaison auprès de la Royal Navy et embarque sur les porte-aéronefs HMS Illustrious et HMS Ark Royal.
Devenu commandant en second du patrouilleur de haute-mer Lieutenant de vaisseau Le Hénaff, il prend part aux opérations Corymbe dans le golfe de Guinée et Harmattan au large de la Libye. De 2011 à 2012, il commande le bâtiment-école Léopard et le groupe des bâtiments-école, avant d’être affecté au sein de la division opérations de l’état-major de la force maritime des fusiliers marins et commandos marine.
Directeur adjoint du groupe de transformation et de renfort frégates multi-missions de Brest de 2014 à 2016, il est déployé au sein du détachement français et du Coalition strategy planning group de l’United States central command dans le cadre de l’opération Inherent Resolve et de son volet Chammal.
Il devient ensuite directeur adjoint de l’École d’application des officiers de Marine au sein de l’École navale, avant d’être affecté à Naples en tant qu’officier de liaison marine auprès de l’état-major de la sixième flotte américaine.
Marié et père de trois enfants, le CF Eric Jaslin est chevalier de l’ordre national du mérite, titulaire de la croix du combattant, de la médaille de la défense nationale échelon or avec étoile de bronze, de la médaille commémorative française avec agrafes « Afghanistan » et « Libye » et du titre de Reconnaissance de la Nation.
Le temps de commandement du CC Gilles Chehab a été marqué par la montée en puissance du MICA Center. Créé deux ans plus tôt, ce dernier était jusqu’alors peu connu du monde maritime. Sa place sur les scènes nationale et internationale s’est vue renforcée et il est devenu ainsi un acteur incontournable de la sécurité maritime. Le CC Chehab s’est notamment employé méthodiquement à nouer des relations de confiance avec un maximum d’acteurs du monde maritime, notamment armateurs et assureurs, afin de bâtir un outil de veille, d’expertise et d’alerte au plus proche de leurs attentes.

A new commander for the MICA Center
CF Éric Jaslin enrolled in the Naval Reserves in 1995 in Brest (Brittany) and later enrolled in the Regular Forces in 1997. After completing his initial naval training, he was posted aboard FS La Croix Du Sud (Mine Hunter) where he received his Bridge Watch Keeping Certificate in 1996.
On completion, he undertook a three-year-long full commissioning course concluding with a six-month mission on board CVH Jeanne d’Arc. He completed the Weapons Officer course in 2000 and was employed as the Operations and then executive officer in the La Réunion based PB La Rieuse from 2000 to 2002.
Upon returning to France, he was appointed as the weapons officer of FF Commandant Ducuing and participated in Enduring freedom operations. After completing the Principal Warfare Officer course in 2005, he was posted to FFD Georges Leygues as the weapons officer and subsequently contributed to the training of French cadets for two years.
During this appointment, he deployed twice with the CVH Jeanne D’Arc Training Group and took part in anti-narcotics operations in the Caribbean. His time at sea from 2009-2011 was undertaken as Executive Officer of FF Lieutenant de vaisseau Le Hénaff.
During this appointment, the ship deployed off the western African coasts in OP Corymbe and participated in OP Unified Protector off the Libyan coast as part of NATO Task Force 455.
From July 2011 until July 2012 he was in charge of the Training Vessels’ Squadron and was simultaneously appointed Commanding Officer of the training vessel FS Leopard involved in OOW and leadership training. During this period he also oversaw a complete engineering refit of the ship. CF Jaslin’ staff appointments include participation in the French command of TF 150 as Liaison Officer integrated in Comusnavcent in Bahrain in 2005.
From 2007 to 2009 he was posted to Britannia Royal Naval College (UK) as Exchange Officer and a Divisional Officer for Royal Navy officer cadets. He later was assigned to French SOF headquarters in Lorient as a planning officer from 2012 until 2014.
In 2016, he spent four months as a member of the Coalition Strategy Planning Group of US Centcom J5 in Tampa (Florida) acting under the frame of OP Inherent Resolve and its French equivalent Chammal. From July 2014 until July 2016 he was appointed as deputy director of the Transformation and Back Up Group in Brest (“GTR”), shore-based unit supporting and ‘transforming’ the crews of the new modern Aquitaine-class European Multi-Missions Frigates (FREMM).
Starting in August 2016 until July 2018, he returned to sea as the deputy head of the “at sea training” department of the French naval academy (Ecole Navale), in charge of planning and conducting two successive “Jeanne d’Arc” 5-month missions of French and international officer cadets around the globe.
Since July 2018, he is the French Navy Liaison Officer to COM NAVAF-NAVEUR and COM Sixth Fleet in Naples. In 2019, he got assigned to the added responsibility of French National Project Officer for Formidable Shield 2021. CF Jaslin is married and has three children.
Founded in 2016, the MICA Center monitors worldwide shipping and records events affecting maritime security.
It keeps a permanent watch to process and disseminate real time alerts about the security of maritime areas. Useful information is transmitted to vessels to allow them to react accordingly, as well as to the centres in charge of organising a potential intervention.
The MICA Center is also an analysis centre that assesses the security situation in the maritime areas thanks to voluntary reports from the various actors of the global maritime community.
Being the only European centre with a worldwide scope, it now provides the merchant navy with numerous recommendations and publishes in its annual report, a quality assessment of the situation of maritime insecurity throughout the world.
The command period of CC Chehab, has been marked by the significant development of the MICA Center. Established two years earlier, this centre had remained relatively unknown to the maritime world until then. During his command, CC Chehab paid particular attention on strengthening and consolidating the MICA Center's role on the national and international scene to make it a key player in maritime security.
The "Captain" of the MICA Center also worked diligently to establish trust-based relationships with a wide range of actors in the maritime community, in particular shipowners and insurers, in order to develop, in the most efficient manner, a monitoring, expertise and warning tool that would meet their expectations.
